The threshold is usually complex production, genuine warehouse management with wave picking, or multi entity consolidation. If you have none of those, you are very likely a Business Central business. If you have all of them, you are an SCM business. Most people sit closer to the middle than they think, and the middle is where Business Central lives.
The cost difference is real and ongoing. Supply Chain Management needs a separate Finance licence, roughly double the per user supply chain cost, and a longer, heavier implementation. If the capability gap does not justify that, the money is better spent elsewhere in the business.

Is Business Central part of Dynamics 365 Supply Chain Management?
No. They are separate products on the same Dynamics 365 platform. Business Central is the all in one SMB ERP. Supply Chain Management is the enterprise operations platform. They share a data model philosophy and Microsoft branding, but they are licensed, implemented and scaled differently.
Can we start on Business Central and move to Supply Chain Management later?
Yes, and many Australian businesses do exactly that. The data migration is real work but it is well trodden. The reverse, moving from SCM down to Business Central, is less common and harder, which is another reason to choose carefully up front.
What is the price difference?
Business Central is significantly less per user than Supply Chain Management, before the Finance licence most SCM customers also need. Implementation cost scales with the platform choice too. The total cost of ownership gap is significant.
Does Business Central do warehouse management?
Yes, to a point. Bins, zones, picks, put aways, shipments and basic barcode scanning are all there. What it does not do is wave picking, cluster picking, advanced slotting and the deep directed warehouse flows a large distribution operation needs. That is the SCM line.
